Authorized personnel only. This one-time setup page creates the first administrator account for the Wolf Digitizing portal. After creating your admin account, delete this file (admin/setup.html) from the project or restrict access to it — anyone who can reach this page while no admin exists yet could otherwise create one. See README.md, section "Secure Admin Provisioning".
